• When registering for the wired network, and when activating a NetID, one is presented with a summary of acceptable uses, including a notice that "unauthorized distribution of copyrighted material, including unauthorized peer-to-peer file sharing, may subject Users to University disciplinary action and civil and criminal liabilities." This message is also included in the email to each individual who has activated a NetID.
• CSES presentations to campus groups to discuss policies include copyright infringement as part of the material, explaining both what not to do and what is legal.
• UVM has a vigorous program of accepting and responding to copyright infringement notices.

UVM is developing a more automated system for processing complaints and notifying alleged infringers. That system will be tested and implemented during the spring semester.

• It will only be able to process complaints in standard XML format; we will work with complainants who send nonconforming XML.
• Complaints will trigger an email to alleged infringers (unless the software can't determine whom to notify).
• The email will contain language much like what's currently used and will require recipients to go to a web page to acknowledge or deny the infringement. The system will track responses.
• CSES will use a periodic report of alleged infringers and their responses (or nonresponses) to determine the most appropriate action, including possible sanctions, in each case.

The charts below show P2P copyright complaints received and processed between January 2009 and May 2011.

• Agreed that we should document on web page ways students are informed about P2P and have indicated their compliance (email each semester, account initiation), and this has been completed
• Referred 310 students to CSES; generally, we have locked out their access to the network by the time they're referred to CSES
• We believe that few students are repeat offenders: once they've gotten to the CSES stage, they don't repeat the offense, so the progressive discipline method is effective
