There will be a series of changes within UVM Transportation and Parking Services (TPS) for the upcoming academic year. These changes are intended to simplify and streamline operations for customers and staff. They will allow us to move away from paper-based systems, harness the power of technology our community has invested in, and more closely align our procedures with those of other university departments and peer institutions. Unless otherwise noted, these changes will take effect July 1, 2023.

Enforcement/New Ticketing Method

TPS is piloting a paperless parking enforcement process known as E-ticketing to deliver campus parking tickets via email. Our first phase of testing is estimated to start mid-fall semester and will happen with a small group of ParkMobile spaces in select areas such as Jeffords, Gutterson, and College St. Lots. Over time, this will reduce paper tickets and increase efficiency. Our intent is to start small and expand E-ticketing as we move forward. When E-Tickets are issued, a physical ticket will not be placed on your windshield but will be issued via your university email address. It is important to monitor email to avoid unpaid tickets and late fees. Testing for this is ongoing, certain violations and groups will receive E-tickets before others. Note E-ticketing will not entirely replace traditional paper methods which will continue to be used when conditions warrant.

Fine Structure

• Previously, unpaid fines were transferred to University Receivables (SFS) accounts after 15 days. Moving forward, a late fee will be assessed, and parking infractions will escalate as follows:

  • Physical ticket or e-ticket
  • Payment reminder email 15 days from issuance
  • 30 days after issuance, all unpaid fines will be assessed an additional $10 late fee and transferred to University Receivables (SFS).

• There have been fine increases of up to $25 over some previous fines, see comprehensive fine structure here. Accessible space violation (parking in a handicap spot without a valid placard) changed from $80 to $200 in line with state of Vermont penalties.

• A new fine structure was created for Electric Vehicle parking space violations.

• A new violation has been created for parking on campus following the revocation of a parking permit. This will result in a $100 fine in addition to the vehicle being removed from campus by towing.

Carpool Procedure Changes

We have made the following changes to the requirements to participate in our Employee Carpool Program

  • We are no longer requiring that each individual participating in the carpool must own a vehicle or possess a valid driver’s license.
  • Previously, all participants needed to certify that they carpool to work at least three days a week. This has now been changed to needing to certify that they carpool to work for a majority of the days they work in-person on campus.

Student Permit Sales

  • Student permits are now being sold on a semesterly basis. TPS will no longer issue student parking permits by the academic year. The only exception to this new process will be 3rd and 4th year medical student commuter yellow permits, which will still be issued on an annual basis.  
  • Students who receive a fall permit will have priority to purchase a permit for the spring semester. There will be a two-week window in late October to early November for students with fall permits to purchase a spring permit. Any spring permits not sold in this window will be sold in a spring permit lottery in January.
  • Student resident permits are now sold through a lottery system and the sale will happen in early July instead of early August. If any of the resident permits do not sell out during the fall lottery they will be on sale through our parking portal on a first come first serve basis until they sell out.
  • There will also be a spring permit lottery in early January if permits become available, details will be emailed about this shortly after Thanksgiving break.
  • In order to align more closely with other University practices and processes, only students with “Sophomore” class standing (UVM Registrar 27 credits or above) or above may purchase a residential parking permit, commuter permits are available to all who qualify. Previously exceptions existed for students between 24-26 credits with two semesters of enrollment, this is no longer available.

Refunds

  • A new refund policy is posted on our website that is aligned with the UVM Tuition refund schedule, less a $10 administrative fee. Short term and summer permits are not subject to refunds.
