Vicki Hildebrand, Chief Information Officer and Senior Vice President of Blue Cross Blue Shield of Massachusetts, will deliver the University of Vermont’s (UVM) College of Engineering and Mathematical Sciences’ (CEMS) commencement speech on May 21, 2023. The event will celebrate the accomplishments of over 300 students across disciplines.

Hildebrand works with the largest private health plan in Massachusetts and one of the largest independent, not-for-profit Blue Cross Blue Shield plans in the country. They serve nearly 3 million members and more than 20,000 employers and are consistently rated among the nation’s best health plans for overall member satisfaction and quality.

Hildebrand’s expertise in digital transformation, customer engagement, and technology management is helping enterprise technology achieve its goals of operational excellence, advancing digital and analytics capabilities, and driving innovation while supporting business areas across the company. 

Hildebrand joined Blue Cross in 2021. She is a seasoned IT professional with more than 35 years of experience across a broad range of industries including technology, the government sector, and health care. She previously worked with Blue Cross Blue Shield of Vermont, where she served as chief information officer and vice president of business technology. Before joining the Vermont Blue plan, Hildebrand was chief information officer at the U.S. Department of Transportation and served in several leadership roles during her 30-year career at Hewlett Packard.

Hildebrand has a Bachelor of Science in electrical engineering from the University of Vermont and a master’s in technology management from Columbia University, where she also teaches digital transformation.
