The University of Vermont (UVM) Master of Public Administration (MPA) offers essential training for btoh emerging and seasoned professionals, and is your gateway to becoming an effective, innovative leader in public service. 

We are committed to nurturing reflective practitioners and adaptive leaders who can drive positive change in an ever-evolving public service sector. Our program — Vermont’s only NASPAA-accredited program in public and nonprofit policy, affairs, and administration — is designed to meet the unique needs of Vermont’s public and nonprofit sectors while preparing graduates for impactful careers in organizations across the nation and around the world.

“The MPA program is like an MBA for the nonprofit sector,” explained MPA student Amanda Vincent, who works as the Town Administrator for Starksboro, Vt. She wears many hats at work: writing grant proposals, running audits, and attending town meetings.

Faculty Spotlight: Dr. Christina Barsky

Christina Barsky considers herself a “prac-ademic.” The director of UVM’s Master of Public Administration program has a unique way of bridging theory and practice. 

"She is one of the most phenomenal people I've ever met," said MPA student Zane Zupan, who was selected in 2026 as a Founder's Fellow by the American Society for Public Administration. "She invests so much time and energy in all of her people, all of her students, and it's really remarkable."

Dr. Barsky's research explores the dynamics of citizen-state interactions on the frontlines of civil society and offers actionable insight for policymakers, practitioners, and educators. She digs into the gendered nature of election administration, emotional labor of public officials, workforce challenges in public health during crises, and administrative burdens in rural disaster recovery.Read more about our MPA program director

Boost your public management skills with the Vermont Certified Public Manager ® (VCPM) Program certification. The VCPM is a nationally accredited management development program for current public sector professionals, building practical, real-world management competencies that complement the MPA's public interest leadership focus. 

Combine your MPA with VCPM to excel in public service leadership, gaining both theoretical and hands-on management expertise. With the VCPM you can transfer up to six credits into the MPA, a graduate certificate, or another UVM graduate program as appropriate.

Shaping Public Service Leaders

Our MPA curriculum is designed to equip you with the knowledge and skills needed to excel in public service leadership. Every course builds toward the program's five required public service competencies - leading and managing in the public interest, participating in the policy process, making evidence-informed decisions, articulating a public service perspective, and communicating across diverse communities. The UVM MPA uses rolling admissions, so applications are reviewed as they are received rather than by a single fixed cutoff. We encourage applicants to consider the dates below to ensure priority consideration for admissions, advising, and course registration - but every completed application we receive will be reviewed.

What You’ll Need

  • A baccalaureate degree from an accredited institution
  • Minimum 3.0 undergraduate GPA preferred, though not required - we review applications holistically
  • Two letters of recommendation highlighting your learning potential, motivation, and experience (academic, professional, or community-based references are welcome!)
  • A current resume or CV
  • A personal statement outlining your career goals and how the MPA aligns with your public service aspirations

Additional Considerations

  • GRE scores are not required
  • For limited funding opportunities, you may submit a writing sample and evidence of research experience

If English isn’t your primary language of instruction or your undergraduate degree wasn’t in English, please submit TOEFL (minimum 90 iBT), IELTS (minimum 6.5), or Duolingo (minimum 110) scores.
