NIH/NIGMS Publications Requirements for NNE-CTR Funded Investigators

The NNE-CTR has assisted a myriad of our members in research projects, from ideation throughout the entire research continuum to publication, presentation and beyond. As such, investigators are required to comply with NIH/NIGMS rules as depicted below.

NIH/NIGMS Requirements for NNE-CTR Funded Investigators

Foreign Co-Authorship Not Allowed on NNE-CTR Publications

Body

NIGMS does not allow foreign components on IDeA grants. A foreign component is defined as performance of any significant element or segment of the project outside the United States, either by the recipient or by a researcher employed by a foreign organization. While the NNE-CTR has always followed this guidance and never had a foreign research component, it is now important to note that there are other activities that meet the foreign component definition even when funding is not involved. These include the following:

  • collaborations with investigators at a foreign site anticipated to result in co-authorship;
  • use of facilities or instrumentation at a foreign site; or
  • receipt of financial support or resources from a foreign entity.

For the full language of the grants policy statement, see this link:  https://grants.nih.gov/grants/policy/nihgps/HTML5/section_1/1.2_definition_of_terms.htm

This means that going forward, NNE-CTR supported publications may NOT include any foreign co-authors (co-authors affiliated with foreign institutions). This policy is now being strictly enforced. All NNE-CTR investigators must evaluate any current or planned collaborations and ensure they are compliant with this policy if NNE-CTR resources are used. This applies to publications on research that was supported directly by the NNE-CTR and research that was supported via use of NNE-CTR core resources.  Please be sure to adhere to this policy. If there are questions please contact the NNE-CTR administrators at nne-ctr@med.uvm.edu

How to Cite the NNE-CTR

Body

All publications that result from research that was supported by the NNE-CTR, either through direct financial support or indirectly through use of core resources, MUST include an acknowledgement of the funding source at the end of the article. Specifically, you must acknowledge the NNE-CTR if:

  1. the publication is on research within the scope of the NNE-CTR and the NNE-CTR supported core staff, or supported a pilot lead, clinical scholar or supplement investigator directly;
  2. the publication is on research that received services from any NNE-CTR core facilities, including navigation services (study design, community engagement, statistical support) or technical services/use of instrumentation.

If the research being published received direct NNE-CTR funding, such as funding to core staff, or pilot, clinical scholar or supplement investigators:

"Research reported here was supported by NIGMS of the National Institutes of Health under award number U54GM115516, “Northern New England Clinical and Translational Research Network.”

If the research being published was supported by the NNE-CTR via services from one of the cores, then acknowledge as follows:

"Research reported here was supported in part through the services of the _______ Core offered by the Northern New England Clinical and Translational Research Network, which is supported by NIGMS of the National Institutes of Health under award number U54GM115516”.

Also include the following disclaimer: "The content is solely the responsibility of the authors and does not necessarily represent the official views of the National Institutes of Health." Note that if you have additional NIH or other support for the research, it should also be listed.

Cores are:

Biostatistics, Epidemiology and Research Design Core (BERD)

Translational Research Technologies Core (TRTC)

Community Engagement and Outreach Core (CEO)

Professional Development Core (PDC)

Public Access Compliance: Policy Changes

Body

It is required that all NIH-funded peer reviewed articles obtain a PubMed Central identifier (PMCID) and get the paper deposited in PubMed Central.  Effective July 1, 2025, NIH-supported peer reviewed articles must be available in PubMed Central immediately upon publication (a 12-month embargo period is no longer permitted).

In brief, there are two ways to comply with this policy:

  1. The author directly submits the electronic version of the final author-accepted manuscript to PubMed Central via the NIHMS system. The author must submit the paper upon acceptance, and then it must be in PubMed Central by the publication date. It is submitted for public availability without embargo.
  2. If the journal or publisher has a formal agreement with NLM, they may submit the final published article (or author accepted manuscript) to PubMed Central for the author. Please check with the journal if they will do this immediately upon publication, without embargo. If not, the author must upload directly through method #1.

IMPORTANT NOTE: The author should check with the publisher or journal to find out what their policy is on open access and depositing the manuscript in PMC without embargo.  Before signing your publishing agreement and transferring your authorrights away to the publisher, make sure that your agreement states that you can make your Author Accepted Manuscript freely available in PMC immediately upon publication.
