Catherine "Kitty" Toll

Elected to the Board by the Vermont State Legislature in 2021. Term expires in March 2027. Born in St. Johnsbury, Vermont and a lifelong resident of the Northeast Kingdom. Educated at Lyndon State College, B.S., Political Science/Secondary Education, 1981, and the University of Vermont, MEd, 1987. Former public-school teacher. Member, Vermont House of Representatives, 2008-2020, with service on the Agriculture, Appropriations, Joint Fiscal, Health Reform Oversight, and the Mental Health Care Oversight Committees. Chair, Appropriations Committee, 2016-2020, Vice Chair of the Legislative Joint Fiscal Committee, 2020. In 2015, Kitty was selected as a Council of State Government (CSG) Henry Toll Fellow and in 2017 was selected to attend the CSG Robert J Thompson Eastern Leadership Academy. Selected to serve as Vermont’s representative on the CSG’s National Task Force on the Future of Work - tasked with developing bipartisan policy to provide recommendations for state elected and appointed officials to use to improve workforce outcomes. Served on and remains involved in numerous community boards and organizations. Kitty is married to Abel Toll and they have two children, Kate and Margaret.
