In the edit mode, once you save using the save button at the bottom of the page you will get options to publish, depending on your publishing permissions.
In the draft dashboard, click on the page name. At the top of the page there will be a prompt to set the moderation state. If you want to publish it, set it to “Published” and then apply the change.
