BIO

Kieran Killeen, PhD, is an Associate Professor of Educational Leadership and Policy Studies at the University of Vermont. He also serves as the Associate Dean for Graduate, Non-Degree and Research Programming for the College of Education and Social Services.

Under his leadership, CESS researchers have secured 43 awards totaling $15.4 million to support 73 projects over the past two fiscal years. 

Dr. Killeen was a middle school special education teacher and participant in the Teach For America national teacher corps. He previously served on the governing board for the Association for Education Finance and Policy and the Sociology of Education Association, and held editorial appointments in related academic journals. His current research interests focus upon non-traditional resources in education finance, teacher labor markets and highly transient or mobile school children.

His publications appear in the Handbook of Research in Education Finance and Policy, Education Finance and Policy Journal, Journal of Educational Evaluation and Policy Analysis, Education and Urban Society, the Journal of Education Finance, the Journal of Public Budgeting, Accounting, and Financial Management. He co-edits the book series Research in Education, Fiscal Policy and Practice by Information Age Publishing, and his book Recent Advancements in Education Finance and Policy is forthcoming. 

In 2019, Dr. Killeen was the co-recipient (with Dr. Tammy Kolbe) of AERA’s Division L Policy Report of the Year for his work on special education finance reform in Vermont. He holds a PhD in the Social and Philosophical Foundations of Education and a MRP in Regional Planning from Cornell University.
