How might Vermont’s fractured system of local government evolve to account for the scale and complexities of modern governance challenges?
Building preliminary research for the MPA Capstone class and the Vermont Association of Planning and Development Agencies, VPI completed a thorough analysis of how Council of Governments (COGs) governance structures might be viable for implementation in Vermont. More specifically, what benefits their adoption may provide compared to the current system of Regional Planning Commissions in Vermont. This 27-page paper contains an executive summary detailing our findings, an overview of prominent literature in the field, ending with case studies of examples from around the United States.
