Mission

Body

The Planning, Design & Construction (PDC) department at the University of Vermont delivers integrated planning, design, and project management to develop and sustain a high-quality, efficient, and resilient campus environment, while advancing renewal projects to major facilities, their systems and campus utility systems, responsible growth, and the University’s long-term academic and sustainability goals.

Our purpose is to enhance the University's facilities by creating special places for the University of Vermont community to live, learn, work and play, through the renovation and the creation of contemporary, well-designed and -constructed spaces, as well as the restoration of historic buildings.

What We Do

Utility Engineering Services

Body

A core component of PDC is the Utility Engineering team, which leads campus-wide utility planning and strategy development to ensure reliable, efficient, and cost-effective systems that meet both current and future demand. Along with our Physical plant partners, the team manages major and minor utility infrastructure projects across electrical, mechanical, and thermal systems, including energy and master utility planning, system performance evaluation, and capital project scoping for the central plant. Together, PDC’s efforts support the University by reducing energy costs, increasing system reliability and efficiency, addressing deferred maintenance, and creating well-designed, functional spaces that enhance the campus experience for living, learning, and working.

 

Project Management and Administration

Body
  • Conduct Feasibility studies.
  • Labor and material cost estimates.
  • Coordinate Professional Design Services and Cost Estimates.
  • Construction administration services.
  • Obtain necessary Local and State Permits
  • Liaison to outside contractors, consultants and building officials.

Campus Planning

Body
  • Create and implement the long-term Campus Plan, which outlines the vision for land use, building placement, open spaces, transportation, and infrastructure needs to align with the institution's strategic goals.
  • Conduct research, develop recommendations, and provide next steps for land use studies and projects on topics such as land acquisition/disposition, landscape design, and historic preservation.
  • Develop and maintain Facilities Design Standards.

Land Use Regulatory Process

Body
  • Assessment and advocacy with local, state, regional, and national regulatory agencies supporting zoning and land use permitting, ordinance revisions, and ensuring ongoing compliance.
  • Represent the University in all matters related to stormwater management and regulatory compliances. Learn more about UVM Watersheds and Stormwater Treatment Plan.

Space Management and Land Records

Body
  • Development and implementation of policies and guidelines to maximize the use of existing facilities, future uses and needs of new facilities.
  • Management of the campus space inventory and associated database and AutoCAD building diagrams used within the campus Integrated Workplace Management System (IWMS).
  • Maintain deeds, permit records and as-built building plans for the University
  • Management of the land inventory, including mapping

City Institutional Relations

Body
  • Serve as University liasons and representatives regarding all land use and regulatory functions with city and state officials, community leaders, and neighbors from the surrounding community.

Campus Signage

Body

PD&C is responsible for the design and placement of all campus signage including: 

  • way-finding
  • exterior signage
  • interior directory signage
  • room numbering signage
