Why IT Governance?
Technology touches nearly every aspect of the University of Vermont's mission. From teaching and learning to research, administrative services, data, and information security, technology investments increasingly require coordination across multiple units and stakeholders.
IT governance provides a structured and transparent framework for aligning technology decisions with UVM's strategic priorities, evaluating institutional impact and risk, and ensuring responsible stewardship of financial and technology resources. It helps the university make informed decisions about where to invest, how to prioritize competing needs, and how to balance innovation with sustainability. Governance creates opportunities for collaboration and shared understanding while supporting clear and timely decision-making.
Importantly, governance does not replace operational decision-making. Enterprise Technology Services (ETS) and institutional technology leaders remain responsible for the technical design, delivery, security, and day-to-day operation of technology services. Governance focuses on enterprise priorities, institutional alignment, and strategic decision-making.
Launching Governance in Phases
Building an effective governance program is an evolving process. UVM is implementing IT governance in phases, beginning with areas where governance structures already exist or where institutional priorities would benefit most from coordinated decision-making.
Over time, additional governance councils, processes, and stakeholder participation will be introduced as the program matures. This phased approach allows the university to build on existing strengths, learn from experience, and create a governance model that is practical, sustainable, and responsive to institutional needs.
As governance evolves, the goal remains consistent: to provide a clear, collaborative framework that helps the university make thoughtful technology decisions in support of teaching, research, service, and operational excellence.
