Applies emerging research to improve the management of coastal habitats and fisheries in the Caribbean and southeastern U.S. Author of 40 journal articles, books and book chapters since 1985 with over 50 coauthors. These include the books Ecology of the Marine Fishes of Cuba (Smithsonian Press), Living with Florida's Atlantic Beaches (Duke Univ. Press), and the forthcoming Biology and Management of Snappers of the Western Atlantic. Research and policy findings have been published in: Fishery Bulletin, Nature, Marine Ecology Progress Series, Tulane Environmental Law Journal, Trends in Ecology and Evolution, Coral Reefs, Bulletin of Marine Science, and other journals.

Advisory member of the National Center for Caribbean Coral Reef Research, the National Center for Ecological Analysis and Synthesis Workgroup on Marine Populations, the Habitat Advisory Panels of the South Atlantic and Caribbean Fishery Management Councils, and the U.S. - Brazil Marine Policy Consortium. On the Boards of Directors of the Gulf and Caribbean Fisheries Institute (established 1947) and the Society for the Conservation of Reef Fish Aggregations. Adjunct faculty member at several universities including the University of Miami and University of Puerto Rico.

Research scientist with the University of Puerto Rico (1982-1984), National Marine Fisheries Service (1985-1989), University of Miami (1994-1997), and consultant (1990-2000) for the Smithsonian Institution, Florida Keys National Marine Sanctuary, FAO, National Geographic Society, and private sector.
