(Updated April 21, 2025)
The university is committed to the values of Our Common Ground and upholding our educational, research, and land grant missions while maintaining compliance with federal and state law and the policies of our governing bodies. Existing university policies and operating procedures will continue to guide our actions and inform our response to this evolving situation.
While things appear to be changing rapidly at the federal level right now, including the potential for a government shutdown, the essential nature of our campus remains unchanged. We are a community of people who support and care for one another; we are a community that values dignity, kindness, and compassion; and we are a community that celebrates the unique gifts, perspectives, and contributions of our fellow Catamounts as we strive for excellence in all our endeavors. This is who we are. This will not change.
We will continue to keep you informed as we gain clarity and learn new information.

Subpoenas, Warrants, Government Agent, and Law Enforcement Visits
Law Enforcement & Search Warrants
If an individual from a law enforcement or governmental agency appears, contact police services dispatch immediately at 802-656-3473. Examples of law enforcement include, but are not limited to, agents from Immigration and Customs Enforcement (ICE), the Federal Bureau of Investigations (FBI), or the Drug Enforcement Agency (DEA), U.S. Customs and Border Protection officers (CBP), and the Vermont State Police. Unless the individual presents a valid search warrant, University personnel are not to release information, formally or informally, without consulting the General Counsel’s Office.
Subpoena
If you receive a subpoena, the following procedures apply:
- The Office of the General Counsel is the only office authorized to accept subpoenas. If someone attempts to deliver a subpoena to you, tell them you are not authorized to accept service and direct them to the Office of the General Counsel in the Waterman Building.
- If you receive a subpoena in the mail or if one is simply left on your desk or in your office, immediately contact the Office of the General Counsel.
- If someone serves a search warrant, politely ask the person to wait while you contact the Office of the General Counsel for assistance.
- Arrest warrants fall within the jurisdiction of UVM Police Services.
Please reference the UVM’s Government Reviews Operating Procedure and the Subpoenas, Complaints, Warrants, and other Legal Documents Operating Procedure for additional information.
Non-Law Enforcement Government Agent Visit
If someone appears announcing the initiation of an inspection, audit, or investigation, follow these steps. Examples include the Vermont Department of Health (VDH), the Environmental Protection Agency (EPA), the federal or state Occupational Safety & Health Administration (OSHA or VOSHA).
- Request identification from the individual.
- Ask the individual to wait in a comfortable space while you call for a Compliance Services official to assist the agent (802-656-3086). If Compliance Services is not available, contact the Office of the General Counsel for assistance (802-656-8585) or UVM Police Services (802-656-3473).
- Do not produce any documents for the agent or agree to allow a site inspection pending the arrival of a Compliance Services official or a General Counsel Office attorney.

International Students
UVM is monitoring news out of Washington closely, and we will communicate directly with our international students if there are changes that directly impact the immigration statuses we work with. The Office of International Education (OIE) sent an email to international students with helpful reminders on February 11. For any international students who would like a copy of that email, please reach out to OIE.
