The photos in this collection were taken by Louis McAllister between 1939 and 1945 as part of a project to record street work and construction taking place in the City of Burlington. A majority of the views are of the Hayward Street Improvement, a project which encompassed not only Hayward Street, but parts of Marble Avenue, Howard Street, and Catherine Street. The work included repaving the streets and repairing or constructing, curbs, gutters and sewers for which there was a $10,000 appropriation.(1)

The houses in this neighborhood were mostly part of a development by Charles Hayward in the 1880’s. He built small residences to house workers for the Pine Street Mill, located a few blocks away. Prior to development, this area comprised the Buell Estate, the C.R. Hayward Estate and the W.C. Hickock Estate.(2) Charles Hayward was a prominent businessman in Burlington and manager of the Burlington Manufacturing Co.(3)
