Burt Cell
Robert C. Burt was a scientist for Bell labs in New York, and a specialist in blowing glass for CRT's. He later became a professor at Cal Tech and married Eleanor Bedell, the daughter of  Frederick Bedell a co-developer of the oscilloscope. He ran the first oscilloscope business, that was short lived.(1)
He also was involved in the design of a machine described as a "photo-electric number sieve".(2)
This cell appears to be a calibrated UV source of some kind.
