Rural Preservation: Shaping Vermont's Future

Resources



Funding 

In order to carry out specific preservation activities, towns often find that they need financial assistance. Whether the project be restoring a neighborhood of houses, revitalizing a downtown area, or setting up a comprehensive preservation plan, funds are usually available. The funding sources listed below are among the most frequently used and give an idea of the major types of funds available. Keep in mind that programs change form year to year, new ones may emerge as others are altered of remove. Financing a project often involves a combination of funding sources and may depend on a creative solution.

1. GOVERNMENT FUNDS 

a. Vermont Division for Historic Preservation - administers federal and state funds to towns seeking to revitalize their downtowns.

b. Community Development Block Grants, U.S. Dept. of Housing and Urban Development (HUD) - for municipalities to use in a wide variety of community development purposes, with emphasis on benefitting low- to moderate-income people. 

-often used to set up revolving funds to improve housing conditions.

c. Home Ownership Loans, Farmer's Home Administration (FmHA) - for families with low to moderate incomes to buy and repair their homes. Available to homeowners unable to secure credit form commercial lenders.

d. National Trust for Historic Preservation -Revolving Fund - low-interest loans for non-profit or public-member organizations to establish or use existing revolving funds for historically or architecturally significant buildings. See description of revolving funds below.

2. FOUNDATIONS 

Nongovernmental, non-profit organizations with funds and programs managed by their own trustees or directors many of which support preservation-related programs or projects through the giving of grants. The major types of foundations are: general purpose, special purpose, family, corporate, and community.

4. TECHNIQUES 

a. Revolving Funds 

-used to accomplish a specific project with the condition that money used will be repaid to the fund for reinvestment in subsequent activities of a similar type.
