To advance their own objectives, which focus primarily on enhancing profitability, transnational corporations seek to move beyond or around local laws and regulations or otherwise shape or influence regulations to benefit themselves. NGOs usually emerge as angry citizens demand accountability from their nation-states. They thus differ in their objectives, focusing instead on pressuring nation-states to enforce the very regulations that TNCs are seeking to gut, or otherwise making up for the weaknesses of the nation-state to implement policies in favor of citizens.
