Abstract:
Wetlands were delineated from 1992-94 color infrared aerial photography by
Janice Stone, University of Massachusetts. The areas were drawn onto acetate
overlays with a thin pen; the pen width equals about 20 feet of ground distance
on the 1:40,000 scale photos. The minimum wetland mapping unit is generally
wetlands less than 1 acre in size.
These overlays were used by the University of Vermont Spatial Analysis Lab
as a means of creating this data layer. The overlays were rectified using
ERDAS Imagine Orthomax software and registered to E911 roads coverage. All
of the wetlands were hand digitized from the RF 1:40000 overlays imbedded
in the photos by scanning at 450 dpi.

The data was developed and QA/QCed in several phases.
DATA DEVELOPMENT: The initial dataset was scanned or digitized from "source"
materials. The majority of the scanned data was based on RF 40000 acetate
overlays of NHAP CIR photography. Digitized data was scanned at 450 dpi and
rectified and registered to E911 roads coverages. Janice Stone, University
of Massachusetts, created this initial data layer.
QA/QC PROCEDURES: Quality control for this dataset
included the following; 1) field checking 2) spatial fidelity, 3) attribute
value correctness, 4) and topological integrity.
1) Field Checking: Random wetlands were field checked by Karen Bates, Agency
of Natural Resources.
2) SPATIAL FIDELITY: Check plots were generated and used to identify the
presence/absence of wetland polygons. Errors were flagged and corrected.
Problems which could not be resolved by Spatial analysis Lab staff were forwarded
to Janice Stone for review.
3) ATTRIBUTE VALUE CORRECTNESS: Check plots were also used to identify attribution
problems. Errors were flagged and corrected. Problems which could not be
resolved by Spatial analysis Lab staff were forwarded to Janice Stone for
review.
4) TOPOLOGICAL INTEGRITY: Problems such as dangling nodes and label errors
were identified and resolved.
FINAL PHASE:
1) Verified that the CODE, TYPE, ECOSYS were fully populated with appropriate
values.
2) Verified that AAT and PAT file definitions were consistent.
3) Calculated attributes.
4) Verified and User-IDs were unique.
NOTE: The presence/absence/delineation of wetlands
was not verified completely in the field. The intent of this data layer is
to represent wetlands interpretable from aerial photography.

Completeness_Report:
This is a digital "representation" of wetlands included in an aerial photo
survey. This map is quite different than the U.S. Fish and Wildlife Service
NWI maps have been adopted by the State of Vermont as "official" regulatory
wetlands. In many cases, wetlands included on this map do not appear on official
VSWI maps. Line work was digitized from acetate overlays of RF 40000 CIR
photography of Charlotte. The data layer does not attempt to identify every
wetland in the town of Charlotte. It identifies only those interpretable
from the photography.
The wetlands in this coverage are mainly palustrine Complexes. A smaller
subset of the data define riverine and lacustrine wetland complexes (non-regulatory).
Single line streams are only included where the delineator added attribute
data.
The wetlands in this coverage are not necessarily those regarded as
regulatory by the VT Water Resources Board. In some areas there were cases
of mapping errors; where two overlays met and delineations were different
on each acetate, and in areas of extreme topographic diversity where the
rectification process created anomalies. In those cases the wetland boundaries
were digitized by using ancilliary data layers as additional reference points.

The wetland boundaries are approximate due to the methods used to generate
the original maps. Most boundaries are expected to be within several meters
of their true locations. However, not all wetlands appear on this map, and
some non-wetland areas may appear as wetlands.
Despite this, a number of wetlands that appear on this map do not appear
on the VSWI maps, most of these being below 3 acres in size (often closed-canopy
wetlands or open water).
