Carroll received both BS and MS degrees in Civil Engineering from the University of Vermont. He is founder and president of Lawes Consulting Engineers and Senior Engineering Consultant for McFarland Johson, Inc, in Williston, Vermont. He is currently responsible for client liaison, management, marketing, design review, quality control and construction observations for all types of buildings, water/wastewater treatments facilities, and small municipal bridges in the New England area. He has served as Director for DuBois & King, Inc.; as associate for Freeman French Freeman Architects, and as a design engineer for Vermont Structural Steel Corporation.
Carroll is a member and past president of both the Vermont Section of the American Society of Civil Engineers (ASCE) and the American Consulting Engineers Council of Vermont. He is a recipient of the Vermont Engineer of the Year award and is a licensed professional engineer in Vermont, New Hampshire, New York, Maine, Massachusetts and Florida.
Carroll also serves on many planning and advisory committees. He has been a member of the CEMS Board of Advisors since the Spring of 1999.
