First year students are prohibited from registering a vehicle for campus parking. Exceptions are granted due to eligible employment and documented medical needs. Please read the guidelines and directions carefully to prevent a delay in the decision.
First Year Parking Permit Waivers
Frequently Asked Question: In lieu of applying for a First Year Waiver, can I have another student on campus register my car for me? A student is only eligible to register a vehicle for campus parking which belongs to themselves or a parent/guardian. By purchasing a parking permit for someone who is ineligible to park on campus, the purchaser, who acknowledged this fact on the application form (on-line and paper form), is falsifying information. Falsified Information on the application, whenever discovered (many times this is discovered the following year when the first year student attempts to purchase their own permit for their vehicle which had been registered for campus parking under another student's name the previous year), will lead to the suspension of parking privileges on campus and the referral to the Center for Student Ethics and Standards, as well as possible involvement of Police Services and the towing of the vehicle. No refunds are issued to anyone involved in this activity.
First-time, first-year students (less than two full-time college semesters) living in residence halls are not permitted to bring a vehicle to campus. A waiver of this restriction will be coordinated by Parking Services for employment purposes and from the Center for Health & Wellbeing for medical reasons. All requests will be reviewed on an individual basis. The waiver must be approved prior to bringing the vehicle to campus and any citations incurred prior to the approval will be your responsibility.
Transfer students must provide proof of two full-time semesters at another higher education institution if they are considered first year students at UVM. This can be in the form of a transcript from the other higher education institute or correspondence from UVM Registrar's Office of Transfer Affairs. Students providing this information will be exempt from the First Year Waiver process.
Transportation and Parking Services reserves the right to deny parking privileges to any applicant who has incurred parking citations prior to his/her approval for campus parking. This includes, but it is not limited to, the accumulation of citations incurred as a permit holder. The Waiver Review Committee shall make these decisions.
General Waiver Information
The only established criteria for employment waivers are outlined below. If you believe the basis of your request meets these criteria, complete the waiver request form. Your request will be forwarded to the Waiver Review Committee for consideration. A denied request will only be reconsidered if new (not withheld) information becomes available.
Please note employment and medical waiver applications will be the only applications considered. Transportation back and forth to home due to parents or students' convenience, time limitations, financial constraints, medical appointments, house sitting or illnesses (personal, friends or family), to continue hobbies or unpaid internships, are not an acceptable basis for requesting a waiver and the application will not be considered. Waivers will not be granted for volunteer work.
The University of Vermont considers the on-campus living experience an integral and necessary part of the total education of students. For that reason, all first year students are required to live on campus. In keeping with this philosophy, only employment within commuting distance (70 miles) to the University will be considered. Employment located on or reasonably adjacent to city or University transit routes will require you to utilize those forms of transportation.
- Students will not be granted parking privileges to look for employment, or to prepare for subsequent employment.
- Students working less than 10 hours a week will not be eligible for a waiver.
- Students with jobs of "on-call" status (low and inconsistent hours) will not be eligible for a waiver.
- Students citing cash payments or non-taxed income will not be eligible for a waiver. If you are self-employed, you must have been so for a minimum of one year and provide a copy of the most recent year's income tax return.
- Your employer may be contacted to verify on-going employment, or unclear employment situations. Should your employment terminate, you will need to return the parking permit to Transportation and Parking Services within 5 business days following the last day of employment. Failure to do so will result in citations, removal by towing, and may result in the suspension of future parking privileges and referral to the Center for Student Ethics & Standards.
- You will need to bring your recent pay stub with you each time you purchase a parking permit.
Students requesting a first year waiver due to continuing medical needs should complete the Medical Request Waiver for Temporary, Limited Issues" on the Temporary, Limited, Mobility Issues page, on the Center for Health and Wellbeing (CHWB) website.
NOTE: There is also a need to submit medical documentation from the physician providing care to the clinic. The reviewer at Student Health Services will review the application and documentation, and Student Health Services will contact the student within 48-72 hours with a decision. The Center for Health and Wellbeing will then communicate their recommendation directly to Parking Services.
If your waiver is approved you may purchase a permit only for a vehicle registered to you, your parent(s) or legal guardian. First year students may not apply for their monthly permits on line. The expiration date of your parking permit is on the permit – you may come a few days before the expiration to avoid the possibility of parking without a valid permit. No extension of the monthly parking permit will occur without a recent pay stub or further recommendation from Student Health Services.
Method of payment is cash, check, Visa/MasterCard/American Express/Discover or UVM CAT$cratch card. Parking will be in areas designated by Transportation and Parking Services.
