<salute>To the Editor of the Free Press:</salute>

<p>In the interest of mercy to present and future generations and a
higher moral civilization our present Legislature could not render a
better service to the State than to pass a "birth control law" by means
of sterilization under approved medical and moral restrictions,
forbidding the issuing of marriage licenses to the weak‐minded and
criminal classes! It is a lamentable fact that marriage licenses are
issued to criminals in our penal institutions that have been convicted
of heinous and capital crimes, and to the feeble minded and vicious
minded. For the important position of homemakers and parentage
marriage licenses should only be issued after a thorough physical,
mental and moral examination by a competent board which should
include one or two physicians. It is a lamentable fact that multitudes
of children are born into the world inheriting weak minds, insanity
and all manner of incurable diseases! Every humane consideration
strongly forbids such conditions to continue. We have laws that
forbid cruelty and abuse of domestic animals. Why should not young
human beings, created in God's image have as much careful thought
bestowed upon them? There are a number of parents in this and every
town, physically, mentally, morally, financially incapable of taking
care of their families. Is it not high time the State should make a law
to remedy these evils and forbid the issuing of marriage licenses to
such classes? Yes, and sterilization of such as are cursed with
venereal diseases, whose very existence is a serious menace to
society. </p>
