Reference is made to your letters dated October 22d and 24th. My reply to your first letter was made under the belief that the operation to which you referred was that of vasectomy rather than castration. There is no provision of law which I am able to find covering the subject matter of castration. This being so, I can only state that in my opinion it would be most unwise for any state official to take any action toward having such an operation performed upon an inmate. If the inmate himself, upon being released, desires to have such operation performed, that is his responsibility and not that of any state officer or employee.
I am forced to the above conclusions despite the fact that from a practical point of view perhaps some public good would result from castration of this male.
