PURPOSE</hi>

To make a study of school children with the idea of finding the
extent of mental and physical defect and the relation of these to the school grade,
behavior, race, social and economic status of the family, language spoken in the home and,
if possible, in a few cases, to the mentality of the parents.

            </div2>

                  <hi rend="center">METHOD</hi>

Give group psychometric tests to one thousand (1000), (or two thousand (2000)), children in grades.

Give all those children, whose intelligent quotients are below 75, individual tests. If
possible, a psychiatric examination would be given to these individuals. (We could
estimate that possibly 50 to 100 children would be given the individual test but we do not
know about this).

Give physical (including dental examinations) to the group that is given the individual
examination.

Make a thorough study of the last named group as to environmental and home conditions,
race admixture, mentality and anti-social behavior of parents, fraternity and so
forth.

Make a superficial study of all the one thousand (or two thousand) children
as to birthplace of child and parents, language spoken by the child and each parent,
occupation of each parent, literacy of each parent, number in fraternity, school grades
reached by fraternity. This would be obtained from school records and what the child
could write down on paper in the classroom.

The children would be the "run-of-the-mine" in the schools and grades chosen.

The schools would be chosen so as to give as nearly as possible, the same proportion in
the children tested as are found in the state at large. For instance, if A percent of the
school children in Vermont are in one-room rural schools, we would try to have the number
of children in one-room rural schools tested be about A percent of the total number
tested.

            </div2>

In giving the group psychometric test, we would hope to enlist the aid of school
superintendents who have already done a good deal of group testing.

We would hope to obtain the aid of at least one out-of-the-state psychologist and one
out-of-the-state psychiatrist, and also some of the members of the staffs of the Vermont
State Hospital and of the School for the Feeble-Minded. (The staffs of the Vermont State
Institutions are too small to permit their doing all of the work). In some cases, the help
of the local health officer (if he is a physician of repute) would be enlisted.

In our study of the pedigrees of families who have been an expense to the state and
towns, we have found quite a large number having French and Indian ancestry with sometimes
a mixture of negro.

The draft statistics showed Vermont to be almost at the top of the list in the number
of physical and mental defectives. It has been suggested that this may be due to the
large number of French Canadians in the population.

We would hope that in this study of the "run-of-the-mine" of school children, we could
get some light as to the truth or falsity of this suggestion.
