Dear CEDA Colleagues,

It is my pleasure to invite you to attend the 2000 CEDA National Debate

Tournament at Johnson County Community College on March 16-20, 2000.

Your host Dr. Amy Fugate and I are looking forward to serving you and your

students and making this an enjoyable and educational national tournament

experience. Please note that the following items are required for your

entry to the national tournament:

1. CEDA dues must be paid to register teams.

2. Entry must be postmarked by February 25, 2000.

3. Your entry must be sent by certified mail. Nothing else will be accepted!

4. Your entry will only be considered complete if it includes:

a. a completed entry form

b. a check for the correct amount made payable to CEDA (this money is non- refundable.)

c. Official stamp from your university registrar verifying student status

(start this process early -- it may take longer than you think).

d. Judging philosophy forms for all judges.

e. Judge preemption information.

f. Student and judge demographic information sheet.

e. ADA Accommodation Form

Number of Teams: We will try to accommodate all of your teams, but we will

wait list teams over four and include them on a first to register basis.

Hotel: The tournament hotel is The Doubletree Hotel, 10100 College

Boulevard, Overland Park KS 66210, (913)451-6100. Tournament events will

either be scheduled on campus or at the Doubletree. The tournament rate is

$79 per night. A limited number of deluxe suites are available at $175 per

night. The cutoff date for this rate is February 15. The Doubletree will

not guarantee the rate after this date. Please tell the reservations staff

that you are coming in for CEDA Nationals.

elimination rounds.

Tournament Rules and Procedures

Eligibility: Participating schools must be members of CEDA at the time of

registration. Each debate team entered in this tournament must consist of

two students, each of whom presents one constructive speech and one

rebuttal speech. The term "students" is defined as "officially enrolled

undergraduate students in good standing at the college or university they

represent in competition." Students who have participated in eight time

blocks of intercollegiate debate, which includes but is not limited to

CEDA, NDT, non-CEDA L-D or parliamentary debate competition, prior to

Spring 2000 are not eligible to enter. A student who has competed in three

or more tournaments in a given tournament time block is deemed to have

"participated" in debate for that time block. If a school is on the

quarter system, a student who is eligible to debate during the winter time

quarter of 2000 but who graduates during that quarter is eligible to

compete at this tournament. Neither three-person teams nor one-person

teams will be allowed to enter or to participate in any round of the tournament.

Students may participate in no more than four CEDA National Tournaments.

A stamped Registrar seal from the students' school must verify that each

student is registered for the spring 2000 semester. See the CEDA

Constitution and Bylaws if you have any eligibility questions.

Entries: Each member school may enter teams provided the conditions are met

on the cover letter of this invitation. The practice of entering hybrid

school teams is to allow only for extraordinary situations, not to promote

a practice of inter-school debate partnerships for competitive success.

Teams may be composed of two students from different member schools, as

long as the judging requirements are met. A mixed team must be entered on

the entry blank of BOTH schools, with the school identification of each

student clearly indicated.

Entry Procedures: No phone or e-mail entries will be accepted. Entries must

be postmarked by February 24, 2000 and sent via certified mail. You should

not assume your entry has arrived until you receive an email or fax

confirmation. Changes, including drops or name changes, will be accepted

by phone or email. If you make a name change after your mail in

registration, you are required to supply a stamped registrar's seal

verifying that each changed name student is enrolled for the Spring 2000

semester before the end of check-in registration. To make a change in your

entry before March 15th, call the tournament director at (816)781-7700

x5493 and email her at laneg@william.jewell.edu. Starting March 15th, Gina

will be at the Doubletree Hotel in Overland Park. If you do not get in

touch with her there directly, leave your name and phone numbers. DO NOT

GIVE CHANGES TO ANYONE EXCEPT GINA LANE. Your registration is not complete

until you complete the check-in registration on March 16th, 2000, from 7-10 PM

at the Doubletree Hotel. You will not be entered into the tournament if you do not

complete check-in registration during the designated time for registration.

Entry Fees: Entry fees will be assessed at $85.00 per team. Judging fees

will be assessed at $120.00 per uncovered two-person unit. Host fees will

be assessed at $40 per school. These fees must be pre-paid with the entry

form and are non-refundable. Checks must be made payable to CEDA. The

CEDA organization will not be responsible for billing an institution for

these fees. If an institution operates via purchase orders for

registration fees, this form must be sent to Gina Lane immediately so that

an institutional check can be included with your February 25, 2000 entry.

No institutional members will be extended credit.

Divisions: Competition will be held in a policy division and a non-policy

division. Both divisions are open to all eligible debaters. All debates

will operate on a 9-3-6 model with 10 minutes per team for preparation.

Judging Requirements: Each school is responsible for providing one

qualified judge for the first two teams entered. If more than two teams

are entered, the school must either provide additional qualified judges or

pay a judging fee of $120.00 per uncovered team. In order to assure the

best judging pool possible, ALL JUDGES ARE COMMITTED FOR A MINIMUM OF FOUR

PRELIMINARY ROUNDS AND THROUGH THE DOUBLE-OCTOFINAL ROUND,

whether or not their teams break to elimination rounds. If any team from a

school breaks to elimination rounds, all judges from that school are committed

to judge one round beyond the elimination of the school from competition. I would

also be very grateful to any judge who would be willing to donate extra

rounds. One of the largest expenses in running the tournament is hiring

judges. I am happy to send letters thanking volunteer judges for their

community service to appropriate administrators.

We will attempt to maintain separate judging pools for each division. A

school's judges will be placed into the division(s) their school is entered

in. Please note the space on the entry sheet for critics to volunteer to

judge outside their school's division.

Judging Practices: All judges must render a decision in each assigned

round. One team must win and the opposing team must lose. Speaker points

on a range of 0-30 must be assigned to each speaker. The smallest speaker

point increment the tab room will count will be .5.

Judging Philosophies: All judges must provide a judging philosophy

statement or they cannot judge. Philosophy statements from all judges for

a school must accompany the school's entry. Each team from a school will

receive one philosophy statement booklet, free of charge. See form for

format. Remember that this is a public document and it is important to

avoid inappropriate humor or language. These booklets represent our

community to students as well as others interested in learning about our

activity.

Judging Assignment Procedure and Preference Forms: In the policy division,

assignment of judges will be done according to a mutual preference system

from an available pool of critics that will allow for affirmative action

placement within preference categories. Judges will voluntarily identify

themselves as an affirmative action eligible. We will strive to ensure

that all judges hear the rounds for which they are obligated, while

maximizing preference and mutuality. Preference forms turned in before the

end of check-in registration (10:00 PM) will be honored for the whole

tournament. Forms turned in before the beginning of Round 1 will be

honored in all rounds after Round 2. No forms will be accepted after the

start of Round 1. Beginning with the octofinal round until the semifinal

round, we will also supply strike cards consisting of five critics selected

by the mutual preference system. Each team will be allowed to strike one

critic to determine the final panel of judges.

In the nonpolicy division, assignment of judges will be done randomly

from an available pool of critics.

To assure that judges are assigned fairly, it will be the obligation of

coaches, judges, and contestants to indicate on the entry form judges who

should be preempted from hearing certain teams. We urge judges to avoid

the appearance of impropriety by recusing themselves from hearing teams

with whom they have recent close association or imminent future

associations. Associations include judging and traveling with a team,

coaching a member of a team, being a recent graduate of that school, being

involved with member(s) of the team, etc. Judges should also recuse

themselves from judging teams from schools at which they are planning to

coach next year.

Statement on Discrimination and Sexual Harassment/Statement on Ethical

Principles: The Cross Examination Debate Association is dedicated to the

principle of free expression and the exploration of ideas in an atmosphere

of civility and mutual respect. Related to this principle is the belief

that all members of this community will have access to CEDA debate

activities without regard to race, creed age, sex, national origin, sexual

or affectional preference, or non-disqualifying handicap. In keeping with

these principles, the CEDA National Tournament will abide by the guidelines

and procedures of CEDA's Statement on Discrimination and Sexual Harassment

and the CEDA Statement of Ethical Principles. Please inform your students

that a Sexual Harassment Officer will be available to hear any complaints

at the tournament.

Americans with Disabilities Act of 1990: The CEDA National Tournament will

make reasonable accommodations for all qualified tournament participants.

The name of individuals and the nature of the accommodation requested

should be noted on the registration form.

Tobacco, Alcohol and Illegal Substances Policy: There will be no smoking,

alcohol consumption or use of illegal substances in any competition at the

2000 CEDA National Tournament. Individuals violating this rule should

expect to be asked to leave the tournament. We ask that all Directors of

Forensics, coaches, and judges communicate this expectation to student

competitors.

Matching: Rounds 1 and 2 will be matched randomly. Rounds 3 through 8 will

be power matched based on the records from all previous rounds. Round 3

and 5 will be high-high; the rest of the rounds will be high-low within

win-loss brackets.

Elimination Rounds: Teams will break to elimination rounds and be placed in

bracket order based on the following rank order formula: win/loss record,

adjusted team speaker points dropping the highest and lowest rounds, total

team speaker points, and strength of schedule. Brackets will be broken in

elimination rounds before octofinals if two teams from the same school are

scheduled to meet each other. Mixed teams will not be granted "same

school" status in determining bracket breaking. In the event that two

teams from the same school are scheduled to debate in the octofinal,

quarterfinal or semifinal rounds, the school involved must indicate to the

tournament director which team will advance at the beginning of that round.

Awards: In the policy division, awards will be presented to all

elimination round participants and to the top twenty individual speakers in

the preliminary rounds. The number of speaker awards for the nonpolicy

division will be determined by the size of the division. Sweepstakes

awards will be presented as that information becomes available. Regional

awards not already presented will be mailed to recipients at the conclusion

of the National Tournament.

Local Arrangements

Johnson County Community College has graciously made itself available to

CEDA for our national tournament. I ask that all tournament participants

act respectfully towards the campus and all of its official representatives

during the tournament.

Copying: Copying service will be available at Kinko's Copies, College

Boulevard and Metcalf (5 min. drive from hotel).

Travel by Air: Kansas City International is serviced by all major

airlines. It is approximately a 45 minute drive from the airport to

Overland Park and the Doubletree Hotel.

Van Rental: Kansas City is serviced by all major car rental agencies. A

local Kansas City travel agent, Flagship Travel, has agreed to coordinate

van rental for schools. You may use Flagship Travel or negotiate on your

All schools are responsible for their own local transportation.

Local Directions:

From Airport to Doubletree:

Leave airport and take I-29 South. Exit(to your right) on 635 South. Then

exit again to I-35 South. The signs will indicate you are heading toward

Kansas and toward Wichita. Follow I-35 South to the I-69 exit (to your

right) after the 87th Street exit. Take I-69 to the College Blvd.

exit East (2nd College Blvd. exit). Go back under the highway and the

Doubletree will be on your left.

From Airport to Johnson County Community College:

Same as above - however, take the College Blvd. exit West and go 2

stoplights and the college will be on your left.

From Doubletree to Johnson County Community College:

Exit Doubletree and turn right on College Blvd. Go under I-69 and through

two stoplights. The college will be on your left.
