First year students living in residential halls are prohibited from registering a vehicle for campus parking. The University has determined approved, eligible employment and documented medical needs, to be the only exceptions. Please read the guidelines and directions carefully to prevent a delay in the decision, and to ensure you qualify. The waiver must be approved prior to bringing the vehicle to campus and any citations incurred prior to the approval, and where you park your vehicle if you bring it up and don't get approved, will be your responsibility.

Due to circumstances contributing to limited campus parking this academic year, we are unable to continue to offer first year residential students the opportunity to purchase a permit to park on campus. This is effective immediately and this parking "cap" is until further notice. We will be monitoring the space capacity on a daily basis and will notify you via email if circumstances change. This means no new First Year Waivers will be approved, unless it is for medical reasons and approved by the appropriate departments (see "Medical Waivers" below).

If you already have an approved First Year Waiver, this does not apply to you as long as you continue to follow the guidelines.

Please do not bring a vehicle back to the University unless you have made formal and valid arrangements to park it off campus. We do not provide information for parking sites we do not own and manage.

There will continue to be NO EXCEPTIONS granted for convenience and transportation. We will be sending out an additional email to all residential students as the end of the semester nears to advise of accommodations for the moving out process.

First Year Parking Permit Waivers

  • A student is only eligible to register a vehicle for campus parking which belongs to themselves or a parent/guardian. By purchasing a parking permit for someone who is ineligible to park on campus, the purchaser, who acknowledged this restriction on the application form (on-line and paper form), is falsifying information. Falsified Information on the application, whenever discovered, will lead to the suspension of parking eligibility on campus and the referral to the Center for Student Conduct, as well as possible involvement of Police Services and the towing of the vehicle. Permits are confiscated and no refunds are issued to anyone involved in this activity. Many times this is discovered the following year when the first year student attempts to purchase their own permit for their vehicle which had been registered for campus parking under another student's name the previous year.

The First Year Waiver restriction will be coordinated by Parking Services for employment purposes and by the Center for Health & Wellbeing (Student Health Services) for medical reasons. All requests will be reviewed on an individual basis. This decision by the University is to ensure first year students acclimate themselves to the UVM community, make friends, get involved, while supporting these two needs. The University provides a sustainable environment by offering many options to get around without a motor vehicle; many are free, or at a reduced price.

Transportation and Parking Services reserves the right to deny parking eligibility to any applicant who has incurred parking citations prior to his/her approval for campus parking. This includes, but it is not limited to, the accumulation of citations incurred as a permit holder. The Waiver Review Committee shall make these decisions.

General Waiver Information

The only established criteria for employment waivers are outlined below. If you believe the basis of your request meets these criteria, complete the waiver request form. Your request will be forwarded to the Waiver Review Committee for consideration. A denied request will only be reconsidered if new (not withheld) information becomes available.

Please note employment and medical waiver applications will be the only applications considered. Waivers will not be granted for:

  • Transportation back and forth to home due to family or students' convenience, time limitations, financial constraints, medical appointments
  • Housesitting
  • Illnesses (personal, friends or family)
  • Status checks on relatives/friends
  • Continuation of hobbies
  • Unpaid internships
  • Volunteer work

NOTE: There is a need to submit medical documentation for this waiver. Each department will have its own guidelines and timelines for rendering a decision. Submitting an application does not allow you to park on campus. How fast this gets approved/denied depends on the full completion of what is required and time to make and transmit a decision. Please note parking is very tight on campus, and it is often faster to take a shuttle to where you are going instead of looking for a parking space.

Employment Waivers

The University of Vermont considers the on-campus living experience an integral and necessary part of the total education of students. For that reason, all first year students are required to live on campus. In keeping with this philosophy, only employment within commuting distance (70 miles) to the University will be considered. Employment located on or reasonably adjacent to city (Green Mountain Transit) or University (Campus Area Transportation System) transit routes will require you to utilize those forms of transportation.

Waivers will not be granted:

  • to look for employment, or to prepare for subsequent employment
  • for students working in downtown Burlington, and other easily-accessible locations
  • for employment less than ten hours per week
  • for jobs of "on-call" status (low and inconsistent hours)
  • for cash payments or non-taxed income (under the table)
  • for self-employment, unless you have been so for a minimum of one year and provide a copy of the most recent year's income tax return
  • if you cannot produce a timely, and consistent paystub. For example, a position where you get paid at the end of a job
  • if your waiver is incomplete

Approved Waivers

  • The expiration date of your parking permit is on the permit - you may come a few days before the expiration to avoid the possibility of parking without a valid permit.
  • First Year Waivered students cannot purchase their permit online. Method of payment is cash, check, Visa/MasterCard/American Express/Discover or UVM CAT$cratch card.
  • Parking will be in areas designated by Transportation and Parking Services.

Medical exceptions will be honored by Parking Services in accordance to the recommendation. You will receive an email from us (at your address) indicating we have received a recommendation and will provide information on how to obtain your permit. No extension of the approved period will occur without a further recommendation.

Approved employment waivers are subject to the following substantiation:

  • On a monthly basis, the review of each week's paystub showing ten or more hours. Many times, this will mean showing a minimum of 4 weeks' worth of 10+ hours per week before the next month is approved.
  • Your employer may be contacted to verify on-going employment, or unclear/questionable employment situations.
  • Should your employment terminate, you will need to return the parking permit to Transportation and Parking Services within 5 business days following the last day of employment. Failure to do so will result in citations, removal by towing, and may result in the suspension of future parking eligibility and referral to the Center for Student Conduct.
