Attention - Big Changes For 2024

To take advantage of our license plate recognition (LPR) technology and our commitment to move toward a completely paperless system:

Effective March 1, 2024 there will be no more physical placards. The permits will be virtual using vehicle and license plate information that will need to be provided. Permits assigned to individual employees will still be monitored for proper use, but the employee will no longer need to display a physical permit on their dashboard.

If a department has previously shared a permit between multiple employees this can still be done; however, it will require a department administrator and a departmental email to be able to log into our parking portal. Only one vehicle will be allowed on the permit at a time and the department administrator is responsible for assigning the appropriate employee vehicle to the permit before use. Any tickets that are issued due to a failure of the administrator to assign the correct vehicle will be charged to the department.  

These changes will eliminate paper waste, reduce setup and delivery time as well as the labor and fossil fuel consumption that goes along with it. It will eliminate tickets and appeals for employees who forgot to display their placard and it will save our enforcement officers time not needing to look for a physical permit. We acknowledge there may be a learning curve involved in any changes, but they will ultimately help the university operate more efficiently and sustainably. Definitions

Home Area: Parking areas located at or adjacent to the office, laboratory, building or otherwise primary assigned work location of the individual(s) authorized to use the permit. This may differ from the campus address the university has on file for an individual. 

Note: The home area time restrictions are in place to create space turn-over and provide parking spaces to all with the same needs and eligibility.  Repeated disregard of this and other restrictions as they pertain to the permit may result in revocation of this privilege.

Service Vehicle Space: A parking space posted with a sign or markings indicating service vehicle permits are required.  University vehicles and vehicles with valid service vehicle permits or vendor permits are the only vehicles authorized to park here. 

Pay- By-App Space: ParkMobile.com.  A space posted with a sign indicating visitor or short-term parking as indicated by the color located on the bottom of the sign.  Payment is made by mobile app. University parking permits or supplemental permits never supersede payment in areas where payment for parking is required. Vehicles displaying a supplemental parking permit may not park in these spaces that indicate they are for visitors only with colored gray on the bottom of the sign. Parking is allowed in pay-by-app spaces that are colored green or yellow or white on the bottom of the sign. Parking in the pay-by-app areas at College St. Visitor Lot, Gutterson, and Jeffords is allowed as long as appropriate payment is made for time parked.

Supplemental Permits: Permits that supplement an assigned parking area for university business and job related functions, as authorized by the proper authority of the requesting department and approved by UVM Parking Services. There are two types that may be issued based on departmental needs and requirements:

Service Vehicle Permit:  A permit which provides access to parking areas in order to transport tools, equipment, large items or items in large quantities needed to perform job functions in areas of campus other than the home area, for more than two hours at a time. In the home area these permits are limited to two hours of parking in spaces that require permits, or thirty (30) minutes of parking in a service vehicle space.  Outside of the authorized home area, permits with an authorized area of "campus" are valid in service vehicle spaces or spaces requiring a permit at all times. In some circumstances permits may be authorized for specific lots only.

Department Business Permit:  This permit provides short-term access to parking areas in order to administrate or attend meetings and/or transport small items or small quantities of items needed to perform job functions. These permits are limited to three hours of parking in spaces requiring permits and are not allowed parking in service vehicle Spaces. Following proper authorization, students may use this permit for the purposes of performing department related functions.

Procedures

  • Departments requiring supplemental parking permits must apply to Transportation and Parking Services by completing the online form including the appropriate signature.
  • Transportation and Parking Services will evaluate the request and issue a permit appropriate to the department’s needs.

Fees

  • Department Business Permits are $95 / year. 
  • Service Vehicle Permits are $115 / year. 

All supplemental permits expire the last day of February each year, regardless of date of purchase. A new order must be placed in the month of February if you want to receive new permits before any existing permits expire.
