Application for Choice Act of 2014

Section 702 of the Veterans Access, Choice, and Accountability Act of 2014 requires schools to bill covered individuals using Chapter 30 Montgomery GI Bill, or Chapter 33 Post 9/11 GI Bill at the in-state tuition rate if they meet the requirements of the law, even if they are classifed by the school as out-of-state residents for tuition purposes. To be eligible for the Choice Act you must meet the requirements of the law, outlined below.

When sending documents to UVM please redact all but the last four digits of the SSN if sent via email. US Mail is the preferred carrier for sensitive documents (e.g., DD-214).

You must apply and submit documentation to support the following:

  • Live in Vermont while attending UVM (update your address in myUVM: > Registrar > Personal Info > Address)
  • Submit a Certificate of Eligibility with entitlement for Chapter 30 MGIB, or Chapter 33 Post 9/11 GI Bill
  • Provide a form DD-214 (Member 4) Certificate of Release or Discharge from Active Duty
    • The Service Member must have been discharged within the past three years
    • The active duty period prior to discharge must have been greater than 90 days

Statement of Understanding - Student Responsibilities
     Please indicate below your acceptance of the following conditions:

  • This is an application to be considered a Covered Individual under Section 702 of the Veterans Access, Choice, and Accountability Act of 2014. The burden of proof is on the student to provide appropriate documents that demonstrate they are eligible as a Covered Individual.
  • Neither this application, nor eligibility for Section 702 of the Choice Act change your residency classification. An out-of-state student will remain out-of-state, however, while eligible for Section 702, that student will be billed tuition at the in-state rate while using Chapter 30 or Chapter 33 VA education benefits.
  • See UVM's Residency Policy.
  • I must immediately report any changes in enrollment to the UVM VA Certifying Official, along with an explanation for dropping or withdrawing from classes. Note that a reduction in credit hours may result in a change in eligibility for benefits even after disbursement has occurred and may create a debt.
  • VA benefits may be discontinued if I fail to maintain satisfactory academic progress/attendance toward degree completion. I understand incomplete grades must be completed by the end of the subsequent term or VA benefits may be reduced or interrupted. Loss of benefits could revert back to the first day of class and debt incurred by the student.
  • I am responsible for paying any charges (tuition and fees) that are not covered by my Veteran's benefits.
  • I understand that I will be liable for any overpayment I might receive from the VA.
