Biography:Richard Watts is a senior research analyst at the University Transportation Center at the University of Vermont. Richard’s research interests include the intersection of communications theory with environmental policy-making, particularly the use of frame analysis to understand mass media and citizen knowledge construction in energy and transportation policy. Richard has taught courses on transportation, energy and environmental policy at the University of Vermont. Prior to joining the UTC, Richard directed a strategic communications consultant business and for 15 years worked on a variety of public involvement, public outreach, media relations and public policy campaigns related to transportation policy. Richard was the founding Executive Director of the Vermont Advanced Vehicle Project (EVermont) testing and demonstrating electric vehicles in Vermont between 1994 and 2001. Richard has also worked on planning studies for the Vermont Agency of Transportation, the City of Burlington’s Southern Connector, the VTrans Rail Division, various proposed multi-modal transportation centers and the Tri-Center Light Rail Transit Study and the Enhancement Activity program.
