Vermont has been a leader in restorative justice since the 1990s and is one of a few states that have embraced the Circles of Support & Accountability (CoSA) model for reintegrating high-risk offenders released from prison. The model represents a shift in correctional logic toward a more sociological understanding of criminal desistance. Professor Kathy Fox has been studying the CoSA model in Vermont and will report on her recent analysis.
