Professor Burgin specializes in Congress, and has served as a professional staff member in the U.S. House of Representatives. She publishes primarily in the area of Congress, health policy, and foreign policy. Her publications appear in such journals as the Journal of Health Politics, Policy and Law, Politics and the Life Sciences, Legislative Studies Quarterly, Polity, Political Behavior, Congress and the Presidency, The Forum, The Journal of Legislation (and others), as well as in such books as Congress Reconsidered and Congress Resurgent. In the past couple of years she has published several articles: 1) “War Over Words: Reinterpreting ‘Hostilities’ and the War Powers Resolution,” Brigham Young University Journal of Public Law 29: 1 (Fall 2014): 99-148; 2) “Where’s the Consultation? The War Powers Resolution and Libya,” The University of New Hampshire Law Review 12: 2 (April 2014): 175-217; 3) “Compromising Partisans: Assessing Compromise in Health Care Reform,” (with Jacqueline Bereznyak, former UVM student), The Forum: A Journal of Applied Research in Contemporary Politics 11: 2 (July 2013): 209-241; and 4) Congress, Health Care Reform, and Reconciliation,” Congress & the Presidency 39: 3 (September 2012): 270-296. Professor Burgin is serving as the Guest Editor of a Special Edition of Politics and the Life Sciences (forthcoming, Fall 2015), dedicated to the Affordable Care Act. Her current research project focuses on the Affordable Care Act.
