               <head>REPORT OF THE THIRD ANNUAL MEETING of the ADVISORY COMMITTEE OF THE
EUGENICS SURVEY OF VERMONT<lb/> October 18, 1928</head>

               <p>The annual meeting of
the Advisory Committee of the Eugenics Survey of Vermont was held at 5:00 P. M. on October
15, 1928 at the Hotel Windham in Bellows Falls, Vermont. The members present were as
follows: ‐‐ Dr. C. F. Dalton, Dr. E. A. Stanley, Commissioner W. H. Dyer, Dr. A. R. Gifford, Dr.
H. F. Perkins and Mrs. W. M. Wadman, newly appointed investigator of the Survey.</p>

               <p> Dr. Perkins read a report of the past year in the Survey, telling of work on the better
branches of families already studied; the Survey's part in flood relief, and in the launching of the
Comprehensive Rural Survey. Copies of the financial statement for the past year and the budget
proposed for the ensuing year were given to each member.</p>


               <p>The following samples of work done by the Survey were presented for inspection:</p>

               <p>
                  <list type="simple">
                     <item>1. A spot map showing the geographical location of the various members of
six of the families studied by the Survey.</item>
                     <item>2. Index of French names with their
English variants and derivatives, and conversely, of some English names with their French
antecedents.</item>
                     <item>3. A sample section from the geographical index of towns,
arranged according to counties, which shows the location and breeding places of the
families studied.</item>
                     <item>4. A sample general history of one of the
pedigrees.</item>
                  </list>
               </p>


               <p>Dr. Perkins then proposed that the Survey defer further study of the better branches in order
to take an active part in the Comprehensive Survey of Rural Vermont. The Committee agreed to
this proposal. The plan he proposed for this activity is, briefly, as follows: ‐‐</p>

               <p>A  Study of Hereditary Tendencies in Vermont Families Contributory to Progress or
Decline in Certain Rural Vermont Towns.</p>

               <p>Starting with the premise that any family which has lived is one locality for several
generations can not fail to make an impression upon that locality‐‐‐‐</p>

               <p>
                  <list type="simple">
                     <item>1. To study the history of several old families which have been conspicuous
to one way or another in a given town for a considerable period of time.</item>
                     <item>2. To
find what, if any, is the relation between the history of those families and the history of the town
in which they have lived.</item>
                  </list>
               </p>

               <p>Graphs of the population figures for three towns in which some preliminary “scouting" had
been done recently, with a view to getting an idea of the workability of the proposed plan, were
shown, and a discussion of some specific towns and their population figures followed.</p>

               <p>The Committee approved the proposed method.</p>

               <p>The meeting was adjourned about 6:00 P. M.</p>
