            <head>MINUTES OF THE FOURTH MEETING OF
THE ADVISORY COMMITTEE OF THE EUGENICS SURVEY,
SEPTEMBER 15, 1931</head>

            <p>The fourth meeting of the
Advisory Committee of the Eugenics Survey of Vermont was held in
its new offices at 162 College Street, Burlington, September 15, 1931
at 2:00 P.M. Dr. Stanley, Mr. Dyer, Mr. Bailey, Miss Ross, Miss
Webster, Miss Farr and Professor Flint of the Advisory Committee,
and Dr. Perkins, Miss Anderson and Miss Rome of the office staff
were present.</p>

            <p>It was moved, seconded and carried that the budget for the
year 1931‐32 be adopted as set up.</p>

            <p>M. S. C. that election of members for the Advisory
Committee take place at the next meeting and that a plan for term
office be presented.</p>

            <p>M. S. C. that Mr. Howard Hanson of the Vermont Industrial
School and Mr. Francis L. Bailey, Commissioner of Education be
appointed members of the Advisory Committee to fill the vacancies
left by Messrs. Wilson and Dempsey. The place vacated by
Superintendent Walker was left to be filled later.</p>

            <p>M. S. C. that Miss Anderson be made Assistant Director.</p>

            <p>The work of the Eugenics Survey for the past six years was
reviewed. Then a program for the year 1931‐32 was discussed,
bearing in mind the original definition of Eugenics given by Sir
Francis Galton, that “Eugenics is the study of all the agencies under
social control that may improve or impair the unborn qualities of
future generations, either physically or mentally."</p>

            <p>An Educational program was tentatively drawn up. The plan
includes the following:<list type="simple">
                  <item>1. (a) Compilation of
a selected bibliography on Eugenics and related subjects</item>
                  <item>  (b) Distributing 
such bibliographies to the libraries of the
state and interesting librarians in the subject.</item>
                  <item>2. Planning and presenting 
outlines for the study of
Eugenics to Women's Clubs and to teachers in secondary schools and
colleges, and to other interested groups and individuals.</item>
                  <item>3. Use of 
“Rural Vermont", the report of the Vermont
Commission on Country Life, as a source book for material of
eugenical significance in the state.</item>
                  <item>4. Spreading information, particularly 
to the town clerks,
concerning the Marriage Laws of the State.</item>
               </list>M. S. C. that the members of the staff of the Eugenics Survey
work out the details of a program along these lines, and decide upon
methods of procedure.</p>

            <p>The meeting adjourned at 4:30.</p>
