Through enlightened and relentless citizen support, plus a dash of creativity and statesmanship, the world of the Fourth Freedom will become a reality. Then we will understand that the information we have been uncovering in our search is nothing less than a blueprint for civilization's next age of progress.

The United States and the Russian Federation, the latter heir to most of the military power of the former Soviet Union, are the premier members of the nuclear club and they have taken a number of steps to back away from the nuclear terror. But they have not taken the most fundamental step. They haven't fully committed to the total elimination of all nuclear weapons, despite their obligations under Article VI of the Nuclear Non-Proliferation Treaty.

Such a commitment is a logical and necessary step toward the eventual establishment of a world ruled by enforceable law. it is a step that does not have to await the creation of global enforcement mechanisms. It can be taken with minimal delay and, because it depends on vision and commitment, it can bring the gift of nuclear weapons freedom to an imperiled world. By abolishing their own nuclear arsenals, the U.S., Russia and other nuclear club members not only could reduce the world's danger level, but they could set an example for every nation that considers itself an advocate of peace through genuine security.
