HUNTINGTON: What is emerging today is a new world structure of power that will likely shape the parameters of global politics over the next 15 years. The United States, the only superpower, forms the first tier of this structure. A second tier consists of several major regional powers _ for example, India, China, Russia, Franco-German Europe and Brazil. At the third level there exists what might be called the "secondary" regional powers _ Pakistan in relation to India, the United Kingdom in relation to the Franco-German condominium, Ukraine to Russia, Japan to China, Argentina to Brazil. In this three-level structure there is a natural basis for conflict between the superpower and the major regional powers. As the only superpower the US feels it has global interests and responsibilities and hence tries to shape events everywhere. The regional powers resist this because they feel they should be playing the major role in their part of the world. This obviously generates tension.

(Risk is the magnitude and likelihood of adverse effect.
Hazard is the harm the agent will cause. Exposure relates to what population will be exposed to the agent, at what concentration, and for how long.)

No matter how "unthinkable" a threat may be, we owe it to ourselves to think it through calmly. It will never do to be scared or stampeded.
