THE NEW GLOBAL WORLD ORDER EXPLAINED

Samuel Huntington, chairman of the Harvard Academy for International and Area Studies, January 28, 2001 BANGKOK POST HEADLINE: GLOBAL VIEWPOINT: Another new world order in the making//VT2002acsln

HUNTINGTON: What is emerging today is a new world structure of power that will likely shape the parameters of global politics over the next 15 years. The United States, the only superpower, forms the first tier of this structure. A second tier consists of several major regional powers _ for example, India, China, Russia, Franco-German Europe and Brazil. At the third level there exists what might be called the "secondary" regional powers _ Pakistan in relation to India, the United Kingdom in relation to the Franco-German condominium, Ukraine to Russia, Japan to China, Argentina to Brazil. In this three-level structure there is a natural basis for conflict between the superpower and the major regional powers. As the only superpower the US feels it has global interests and responsibilities and hence tries to shape events everywhere. The regional powers resist this because they feel they should be playing the major role in their part of the world. This obviously generates tension.

RISK CALCULUS

Dr. Raymond Zilinskas Senior Scientist-in-Residence for the Chemical and Biological Weapons Nonproliferation Project at the Center for Nonproliferation Studies. Oct. 20, 1999. Monterey Institute of International Studies CNS Reports ASSESSING THE THREAT OF BIOTERRORISM http://cns.miis.edu/pubs/reports/zilin.htm //VT2002acsln

In science, the formula for estimating risk is as follows:

RISK = HAZARD x EXPOSURE

(Risk is the magnitude and likelihood of adverse effect.

Hazard is the harm the agent will cause. Exposure relates to what population will be exposed to the agent, at what concentration, and for how long.)

BE A WORLD CITIZEN AND TAKE THE WORLD CITIZEN PLEDGE

David Krieger, President of the Nuclear Age Peace Foundation.  11.28.2000 A Victory for All Humanity http://www.peacenet.org/disarm/ //VT2002acsln

We are not only citizens of the country where we reside; we are also citizens of the world.  Citizenship implies responsibilities.  We each have responsibilities to our families, our communities and to our world community.

As we enter the 21st century, we must accept our responsibilities as citizens of the world.  I offer you this Earth Citizen Pledge: "I pledge allegiance to the Earth and to its varied life forms; one world, indivisible, with liberty, justice and dignity for all."  This pledge moves national loyalty to a higher level — to the Earth — and incorporates the principle aim of the Universal Declaration of Human Rights that all persons deserve to be treated with dignity.

STALIN ON NUCLEAR WEAPONS

David Warren February 22, 2001 The Ottawa Citizen SECTION: NEWS, Pg. A18 HEADLINE: Up with your missile shield //VT2002acsln

Nuclear weapons are only a problem for people with bad nerves.

Josef Stalin

OK, OK, I have chosen a rather provocative motto for today. Take it as a kind of retroactive gesture of detente. There is a great truth in these words of the late Marshal Stalin. It took the devil himself to express it so clearly.

No matter how "unthinkable" a threat may be, we owe it to ourselves to think it through calmly. It will never do to be scared or stampeded.
