A brief history of speech-language paraprofessional positions are described. The author argues that a central part of this history is the controversy within education to develop national and state guidelines for the preparation, use, and supervision of Speech-Language Paraprofessionals. This article provides a detailed analysis as to why the author believes such guidelines have not been developed. An analysis of factors that have promoted the development of guidelines are also summarized. Three recommendations for governmental and professional activities to assist in the resolution of this controversy are provided. The appendix includes a table where specific issues are listed and how each issue can be addressed.
