Winter Break: Questions and Answers

The three Winter Break days for 2017 are paid Administrative closures. They are not additional holidays, vacation, or personal days and consequently are not subject to any type of additional pay.
Non-represented staff who work these days will be paid at their normal rate of pay, with an opportunity to take the three special days at another time. For staff represented by bargaining units, eligibility for the three break days will be established in accordance with the appropriate union contracts.
What are the Winter Break days for 2017?

Are the additional break days paid?
Yes, the break days are paid at the normal base rate of pay.
How is a break day defined?
A break day is 8 hours for staff who work 40 hours per week, 7.5 hours for staff who work 37.5 hours per week, and a percentage of one or the other for staff who are less than 1.0 FTE.
Who is eligible for the Winter Break days?
All exempt and non-exempt staff, both full and part-time, who are not asked to work to maintain essential services during the Winter Break are eligible for the additional break days. For staff who are part of a bargaining unit, eligibility for the three break days will be confirmed in accordance with the appropriate union contracts. Temporary staff are not eligible for pay on break days, but if asked to work during the Winter Break they will be paid at their normal rate of pay.
What happens when an individual's regular work schedule is something other than Monday through Friday?
When staff have a regular work schedule that is something other than Monday through Friday, break days are the regularly-scheduled work days that fall between the Christmas and New Year holidays, exclusive of the official holidays.
Will staff have to use their personal time or vacation time during this period?
No, staff should not claim personal or vacation time during the break days. The break days are in addition to their current bank of personal and vacation time.
Will staff who work during the break days be paid at a special rate?
No, staff who work break days will be paid at their normal rate of pay.
When non-represented staff work the break days, will they be able to take paid time off at some other time?
If non-represented staff are asked by managers to work the break days between the Christmas and New Year holidays, they will be encouraged to take their break days the week before the Christmas holiday. If the department determines that this would be too disruptive to maintain services, the supervisor may request that staff take the break days at some other time before June 30, 2016.
May (non-represented staff) break days taken at another time be used incrementally?
No, each break day must be taken as a full day.
May (non-represented staff) break days be carried over to the next fiscal year?
Break days cannot be carried over to the next fiscal year.
Who will keep track of non-represented staff working or not working the break days?
Supervisors are responsible for tracking their staffs' break days.
What if I am on leave from the University during this period of time?
These break days are not additional holidays, vacation, or personal days and as such are not subject to any type of additional pay. These days are considered paid Administrative closures for those staff actually present at the University when the Winter Break occurs. The break time does not accrue in any way.
How will non-exempt staff and union members indicate the break days on the payroll system?
Staff who complete time reports will indicate break days with the "364 - Winter Break Days" time reporting code on their timesheet.
What areas of the University will remain open during the Winter Break?
Division heads and/or their designees will identify areas that will maintain essential services during the Winter Break, and will designate the staff who will need to work during that time.
How do you define essential services?
Divisional leaders, with recommendations from departments, will determine what services are essential, and supervisors will determine who will work during the Winter Break.
Will the heat be turned down in some buildings during the Winter Break?
The temperature in some buildings will be reduced during the holidays and break days to conserve energy. Temperatures will not be reduced in areas where essential services are being provided, or in areas open to the public, or in laboratories, museums and similar spaces.
Will administrative deadlines change due to the Winter Break?
Many department services will change deadlines due to the Winter Break. These changes will be publicized to the UVM community through UVM Announcements & Events.
Will staff receive pay for break days if terminating employment?
Staff who are terminating employment may not use the break days as part of their notice. Break days are not cumulative and are not counted for termination pay.
