Dining and lounge spaces feature video and audio systems for news, information, and entertainment; and meeting spaces require digital presentation capability and network access. The performing arts have always been technology-dependent, but in todayÕs world of digital light control, surround-sound, and the demand to do more with less, technology enables a single performance space to become something different every night of the week. Movies, live music, drama, and guest lectures are but a few of the activities that occur during a typical week in a contemporary student union. If video and audio systems may be considered the Ņeyes and earsÓ of the building, then the network is the nervous system, connecting its components and enabling information to flow freely to and from both people and systems. Over the past five years, audiovisual and information technologies have begun to converge, creating new opportunities for higher performance, greater flexibility, and new applications. For certain, the technology environment within the student union has become increasingly reliant on integrated AV/IT solutions. The following Technology Program and Cost Estimate represents our understanding of the requirements, functionality and wishes of the University, and includes the structured cabling system for data, voice, and video, and audiovisual systems. The report is intended to provide an Order of Magnitude cost estimate for the technology required to support the architectural program and is in no way a specification of systems. Our budget analysis does not recommend specific manufacturers, makes or model numbers; it simply shows system pricing for the defined functionality. November 26, 2003 The University of Vermont University Commons Technology Program and Cost Estimate ŠDRAFT- The Sextant Group, Inc. 4 Design Principles The technology program is structured around a set of design principles developed during meetings with University of Vermont staff and the Project Design Team. These principles will guide the development of systems concepts, designs, specifications, and subsequent budget requirements: †¦ A primary goal for technology within the University Commons is to help the community. This can be achieved through informational displays and kiosks, presentation systems that are easily operated by outside user groups, and a network infrastructure that provides convenient access throughout the entire building. †¦ All cabling pathways necessary to support the buildingÕs structured cabling system will be designed in accordance with the ŅTelecommunications Infrastructure StandardÓ document, as developed by UVM Telecommunications & Network Services. Deviations on this standard will only be considered where specific user or system needs dictate. †¦ The buildingÕs local area network (LAN) will be a hybrid architecture that includes copper, fiber, and wireless distribution. Wired connections will be utilized for ŅpermanentÓ PCs while wireless coverage will be provided for all locations within the building. Additional wired convenience outlets will also be provided at strategic public locations within the building. †¦ Audiovisual systems will be designed to meet or exceed the current performance standards of UVM. Specific ŅlevelsÓ of technology, as desired by UVM, will guide the selection of appropriate systems for each planned space within the building. †¦ Due to the wide range of user groups who will be using the facility, presentation systems should be simple to use, consistent from room-to-room, and require a minimal amount of training to operate effectively. A ŅuniversalÓ user interface for technology systems is both necessary and desirable. This facilitates user training, technical support, flexibility in room scheduling, and long-term systems evolution. November 26, 2003 The University of Vermont University Commons Technology Program and Cost Estimate ŠDRAFT- The Sextant Group, Inc. 5 Facilities Issues Acoustics Due to the heavy use of multimedia within the facility, particular care must be taken to properly acoustically isolate adjacent spaces, and to establish proper listening environments within presentation spaces. Spaces that are capable of two-way audio and video communications will require special attention to ensure that audio content is delivered and received at high levels of intelligibility. This translates to higher than normal transmission loss specifications for partitions and above-average acoustical treatment of learning spaces. In addition, the WRUV radio station will pose a particular challenge and require implementation of special acoustical treatments. As a large-scale presentation and performance space, the Performing Arts Theater must be designed to accommodate intelligible speech throughout the room. The desired acoustical performance of this room will have an impact on room geometry, ceiling construction, room finishes, and furnishings. Anticipated background noise levels may require mitigation or attenuation. These aspects of the roomÕs design will be specified as the design process progresses. Lighting Numerous studies have shown that day-lighting increases student performance and is preferred by both faculty and students. While this creates some challenges for the audiovisual systems, the benefits of daylighting far outweigh the disadvantages. Accordingly, windows within presentation rooms may require room-darkening treatments. If motorized shades are specified, control can be incorporated into the audiovisual control system for ease of use. In addition, instructional spaces will require a high degree of lighting control as well as appropriate zoning to facilitate different and simultaneous activity types such as multimedia projection and note taking. Spaces with videoconferencing capability will require lighting systems that are appropriate for video camera use, with proper brightness and color temperature. Control of the lighting systems should be integrated into the audiovisual control system for ease of use. A separate report containing lighting objectives will be delivered to the Project Design Team for integration into the project. Space Planning The most significant aspect of space planning affected by the application of media technologies is the need to develop adequate sightlines from seating and teaching areas to group displays. Viewing angles and large image size requirements tend to increase the amount of assignable square feet per student. In media intensive facilities such as the Performance Theater and Ballroom, proper space must be provided for the housing of equipment racks and credenzas. These spaces also will require adequate power and cooling to accommodate the rack-mounted equipment. In addition, equipment rooms must be provided to support building-wide systems such as the voice/data network, CATV system, and distributed video system. Square footage requirements and a report containing estimated power, weight, and heat loads will be delivered for integration by the Project Design Team. November 26, 2003 The University of Vermont University Commons Technology Program and Cost Estimate ŠDRAFT- The Sextant Group, Inc. 6 Functional Requirements Structured Cabling System for Data, Voice, and CATV The design, specification, and integration of the buildingÕs structured cabling system will be a collaborative ŅteamÓ effort between The Sextant Group and UniversityÕs Telecommunications and Network Services department. The Sextant Group will be responsible for the design and specification of all cabling pathways required for the system. This will include boxes, conduit, cable tray, and any other facility-related items that will be installed by the Electrical Contractor (EC). The EC will also be responsible for pulling all cabling (as furnished by UVM) that is included in this system. UVM will then be responsible for cable terminations, faceplates, racks, electronics and all other equipment necessary to result in fully functional systems for voice, data, and CATV. The cabling system will also support other building-wide systems such as the CATCard access system, emergency Ņblue-lightÓ phones, and building security systems. Structured Cabling System This technology program defines the recommended outlet configurations of workstation connectivity ports. The cabling system will comply with EIA/TIA and BICSI standards and recommendations for data throughput performance, routing, adjacencies, and terminations. The Category 6 standard will be applied to this program, but it is assumed that the latest approved cabling standard will be used at the time in which the buildingÕs cabling system is designed and installed. All horizontal cabling will terminate on properly rated patch fields for simplicity and flexibility. The patch field system will be color coded to match the room outlet designations. The definitions for the recommended configurations are as follows: †¦ The Basic Network Outlet consists of one category 6 cable, assigned as a data or voice outlet. This outlet type will also be used to support wireless access points. †¦ The Basic Wall Voice Outlet consists of one category 6 cable, assigned as a voice outlet for a wall-mounted telephone. †¦ The Standard Outlet consists of three category 6 cables, two of which are assigned as data outlets and one assigned for voice applications. †¦ The Double Data Outlet consists of two category 6 cables, assigned as data outlets. †¦ The Full Data Outlet consists of four category 6 cables, assigned as data outlets. The Full Data Outlet will primarily be used to support computer lounges and other areas with multiple workstations. †¦ The Enhanced Outlet consists of four category 6 cables, two of which are assigned as data outlets, one assigned for ISDN applications, and one assigned for voice applications. This outlet will also include two multimode fiber optic outlets and one coaxial cable for CATV purposes. †¦ The Coax Outlet consists of one coaxial cable for CATV purposes. †¦ The Door Access (Card Reader) Outlet consists of one proprietary cable, to accommodate a card reader at an exterior door. †¦ The Door Access (Contact Closure) Outlet consists of one proprietary cable, to accommodate a contact closure at an exterior door. November 26, 2003 The University of Vermont University Commons Technology Program and Cost Estimate ŠDRAFT- The Sextant Group, Inc. 7 The distribution methods employed for vertical (floor to floor) cabling should be engineered for the minimum number of termination and connection points, reducing infrastructure costs and switching hardware requirements. MDF Room The main distribution frame will house all core switching components, applications servers, telecommunications systems and associated telephony servers, main distribution frame wiring racks for both copper and fiber infrastructure and the access consoles for each system. The building will require one MDF on the first floor. As a baseline technology capability, the MDF room shall provide: †¦ Adequate floor space and growth potential for all data servers and switching systems. †¦ An uninterruptible power system engineered to provide power to all defined equipment and a growth factor of 50%. †¦ Overhead racking system for management of flexible connection cabling and to provide additional structural support for the racks, cabinets and systems. †¦ Adequate floor space and growth potential for the telephone switching system and ancillary devices such as voice mail. †¦ Adequate floor space and growth potential for the fire and environmental control systems. IDF Room The intermediate distribution frames will house all technologies required to support voice, data, and building support technologies on that particular wing of the building. The space will likely be smaller than the MDF, but sized for an appropriate growth factor. The building will require one IDF on the first floor, two IDFs on the second floor, and one centrally located IDF on each of the third and fourth floors. As a baseline technology capability, the IDF rooms shall provide: †¦ Vertical distribution technology consisting of fiber optic cable based on and compatible with 10 gigabit Ethernet. †¦ Copper cable distribution to support the telephone system that takes advantage of the structured cabling patch field systems. †¦ A horizontal distribution system via cable trays that are partitioned to house the Category 6 cables in a separate channel from the horizontal fiber. †¦ A Voice patch system and room organization that segments voice and data in racks with color-coding for additional clarification of service. †¦ Intermediate cross connect points to terminate inbound voice circuits allowing patch field connectivity to the station side. †¦ An uninterruptible power system engineered to provide power to all defined equipment and a growth factor of 50%. Audiovisual Systems The buildingÕs Audiovisual Systems as described in this program have been planned under the assumption that the systems will be designed and competitively bid for integration by a single Audiovisual Contractor (AVC). The AVC will responsible for providing turnkey systems, including the acquisition and installation of all equipment, hardware, associated cabling, specialty furniture, programming, and Owner training. November 26, 2003 The University of Vermont University Commons Technology Program and Cost Estimate ŠDRAFT- The Sextant Group, Inc. 8 Distributed Video System A dedicated building-wide Distributed Video System will be provided to display informational and entertainment content to select areas of the building.
