Daylight Saving Time changes in 2007
In July 2005, the United States Congress passed the
Energy Policy
Act of 2005 (PDF), which changes the start and end dates of
Daylight Saving Time (DST). Beginning in 2007, DST will start three
weeks earlier on March 11, and will end one week later, on November
4. As a result, computer operating systems and applications, as
well as handheld and smartphone devices, may be affected.
No major problems are anticipated, but please be certain to address the Daylight Saving Time issue on systems that serve critical functions.
Affected systems and applications
Windows Workstations
- Windows Vista does not
require any update to be installed for the DST changes. Applications
running on Vista may need to be updated. More information is
available from Microsoft.
- Windows XP (SP2) requires
an update to be installed for the DST changes. As of February 13
the patch is available as an automatic critical update. More
information about verifying that the patch is installed or how to
install the patch on your system is available from the Microsoft Update Site.
- Windows 2000 requires a script to be run or manual configuration of the time. To learn more about downloading and running the script which permanently configures your computer for the 2007 Daylight Saving Time changes visit the instruction page.
- Versions of Windows previous to Windows XP (SP2) are affected by the DST changes. Patches are not available for operating system versions previous
to Windows XP SP2. Please upgrade your version of Windows or
follow Microsoft's
instructions for manually setting your computer's time.
Windows Servers and Windows XP x64
Edition
- Windows Server 2003 and Windows XP x64 Edition require an
update to be installef for the DST changes. The patch is
available directly from Microsoft.
- Versions of Windows Server previous to Windows Server 2003 are affected by the DST changes. Patches are not available for server operating system versions
previous to Windows Server 2003. Please upgrade your version of
Windows Server or follow Microsoft's instructions
for manually setting your time.
Macintosh
- Mac OS X Leopard (10.5)
does not require any update to be installed for the DST changes.
Applications running on Leopard may need to be updated. More
information is available from Apple.
- Mac OS X Tiger (10.4)
requires an update which is available via Software
Update or directly from Apple.
Please note that OS 10.4.8 must be installed via Software
Update before the DST patch may be applied.
- Mac OS X Panther (10.3)
requires an update which is available via Software
Update or directly from Apple.
Please note that OS 10.3.9 must be installed via Software
Update before the DST patch may be applied.
- Applications that run in Classic
Mode will honor the Daylight Saving Time setting in Mac OS X.
- Versions of Mac OS previous to Mac OS X 10.3 are affected by the DST changes. Patches are not available for operating system versions previous
to Mac OS X Panther (10.3). Please upgrade your version of Mac OS
or follow Apple's instructions for manually setting your computer's
time:
- Mac OS X
10.0 - 10.3.8
- Mac OS 9
and earlier: "Use the Date and Time control panel to
deselect the option to observe Daylight Saving Time changes
automatically, then enable Daylight Saving Time manually. Applications
that run in the Classic environment of Mac OS X will honor the Daylight
Saving Time setting in Mac OS X."
Palm Powered and Windows Mobile Devices
- An update must be applied for all smartphones and handheld devices.
Please review instructions for updating from Palm.
Other Mobile or Personal Devices
- Please contact the vendor of your product for information
regarding Daylight Saving Time changes.
Oracle Calendar and SyncML users
- Meetings scheduled between March 11 and April 1 in Oracle Calendar: Please verify that
start and end times for meetings are correct. If not, please
manually correct them.
- Meetings scheduled between March 8 and March 10 via Palm devices running the Synthesis SyncML
client: Please verify that start and end times for meetings are
correct. If not, please manually correct them.

UVM systems and servers
- Banner: SungardHE
reported to its customers that the Banner application was
not affected by the DST changes, so there is no need to apply any
DST-related patches to either the database or to the Oracle app server
or any of its subsidiary components, like JInitiator.
- Other Oracle systems hosted on
giraffe: In most cases no action was deemed necessary by the
application vendor, or the vendor has applied the requisite
fixes.
- PeopleSoft: Relevant
support information has been reviewed and the necessary maintenance has
been applied on all PeopleSoft production environments. No
significant DST-related issues are anticipated for non-production
environments on which patches have not yet been applied.
Clock changing dates for DST
If you must change your computer's time manually you will need to do so
four times a year:
- Once on the Second Sunday in March
- Once on the First Sunday in April (because your computer will automatically adjust your time because it thinks daylight saving time is just starting - so you clock would be off by 2 hours)
- Once on the Last Sunday of October (because your computer will again adjust automatically even though daylight saving time has ended yet)
- Once on the First Sunday of November

If you are required to manually configure your operating system's
Daylight Saving Time because an operating system patch is not
available to you please consider upgrading your operating system or
computer. Contact your department's IT support staff or the
UVM Computer Depot to discuss
upgrade options. If this is not an option for you please note
that you will need to continue to manually update your computer's time
based on the
Daylight
Saving Time schedule.
