Census Program Terminology, Descriptions and Links

State Data Center (SDC) Program

Established in 1978 to extend Census's reach by providing Census data products & training resources, feedback on data users' needs and operational issues and by assisting in Census data collection efforts at local levels.

Decennial Census

Every 10 years on Census Day, which is April 1, the U.S. Census Bureau (as required by the U.S. Constitution) conducts the Decennial Census to determine the number of people living in the United States. The data are used to determine the number of seats each state has in the U.S. House of Representatives.

American Community Survey (ACS)

The American Community Survey (ACS) is a comprehensive, ongoing survey providing information on a yearly basis about the U.S. population. It is likely the first place to seek information about your population.

Boundary and Annexation Survey (BAS)

The BAS is used to update information about the legal boundaries and names of all governmental units in the United States.

Building Permits Survey (BPS)

The Building Permits Survey provides national, state, and local statistics on new privately-owned residential construction.

Census Information Centers (CICs)

CICs provide local and community access, training and technical assistance on census data for research, planning and decision-making for underserved communities.

Federal-State Cooperative for Population Estimates/Projections (FSCPE/P)

FSCPE/P agencies (the VT SDC is also an FSCPE agency) assist the Census Bureau with data collection and feedback processes to produce state and local population and housing unit estimates.

Group Quarters (GQ)

FSCPE agencies (the VT SDC is also an FSCPE agency) supply information to the Census Bureau about group quarters. There are two types of group quarters: institutional group quarters (for example, correctional facilities for adults, nursing homes, and hospice facilities) and noninstitutional group quarters (for example, college/university student housing, military quarters, and group homes,).

Vital Statistics

FSCPE agencies (the VT SDC is also an FSCPE agency) assist in supplying Births and Deaths data from States' Departments of Health to the Census Bureau and/or the National Center for Health Statistics. These data are used by the Census Bureau in the production of Population Estimates and Projections.
