A PROCLAMATION
WHEREAS,
both now and for all time to come, pupils in upper schools should pay heed to the Latin tongue; and
WHEREAS,
the Latin tongue is of use to all, both in speaking and in writing the English language with style and effect; and
WHEREAS,
also all things that to this study do pertain both in upper schools and at The University of Vermont ought to be carried on; and
WHEREAS,
on the 12th of April, all school pupils in this state who concern themselves with matters of Latin will come to an assembly at The University of Vermont on that day in the twenty-sixth year of the annual festival.
NOW THEREFORE,
I Howard Dean, Governor, do hereby proclaim
